Working papers are research articles that authors circulate for discussion prior to submission for publication. They have not yet been peer reviewed, but are circulated very late in the draft process - don't think of them as "rough drafts". They are great sources for current topics. When possible, try to find the final publication, as working papers are still a work in progress.
