The corpus of ordinances for a municipality can be overwhelming at first. Try starting with a high-level view.  

For example, skim the high-level view of the Boston code (image just to the right). You can delve deeper into each section, browsing the code as a whole while thinking about: 

  • How are the city or town's ordinances organized?  
  • What are the headings of the major sections?
  • Which topics (section headings) might impact the homeless population?

Search Strategies

Many municipal ordinances can be read via Municode or eCode360. Use the search bar in each of the platforms to search for relevant ordinances. As a start, try variations and synonyms of:

  • begging or panhandling
  • sleeping
  • storage of personal property
  • camping
  • temporary shelters
